Abstract

This is the work presented at the 2nd Periurban National Meeting and Scientific Congress towards Consensus 2-2022, held from October 13 to 16, 2022 in the province of Buenos Aires. The work establishes that food produced and processed on a small scale is usually found informally, and its regulatory frameworks represent a central debate to achieve higher levels of Food Security and Sovereignty in a deeply agricultural country. Regulatory frameworks, including health, safety and quality, even if they are technically codified and appear to be scientifically neutral, could respond to certain conceptions about food production and, therefore, to economic models and cultural heritage, in addition to reproducing and modifying asymmetric power relations. A legal framework that addresses the safety and quality problems faced by the food consumed by the popular sectors is essential to make the State available to the process of consolidation of Food Sovereignty. Forming coordination and linkage networks between the various levels of the State and incorporating new approaches to address Food Safety, could be more appropriate for such complex territories, where jurisdictions and powers make it difficult to control distribution chains.
